Overview

Burkina Faso spans Sahelian-Sudanian savannas. Approximately ~28.9% of land is arable, supporting sorghum, millet, maize, cotton, sesame, and cashew. Major imports include wheat, rice, and palm oil; major agricultural exports include cotton, sesame, and cashew. Commercial cultivation of Bt cotton was approved in 2008 and suspended in 2016 due to concerns with fiber length, however Bt cotton production has now been revived.

Burkina Faso’s Biosafety Law (Law No. 064-2012/AN) establishes a framework for the safe development, handling, transfer, and use of GMOs, aligning with the Cartagena Protocol on Biosafety. The law designates the Agence Nationale de Biosécurité (ANB) as the competent national authority responsible for overseeing biosafety measures. The ANB’s mandate includes ensuring the application of rules for risk assessment, management, and communication related to GMO utilization, as well as making decisions on GMO use based on recommendations from the Comité Scientifique National de Biosécurité.

Application Process for GM FFP
Import Permit

  1. Prior consultation with the NBA before submitting the dossier is strongly recommended and 150 days for the result of approval (process of GMO). The applicant fills an application form.
  2. At the moment, there is no specific form neither specific documentations. However, depending on the intended use, the agency will provide the applicant with a form to complete.
  3. For application fees ANB have not yet defined an amount at this time.
  4. For the duration of validity of the approval it depends on the type of application and regarding the renewal application procedure, the applicant must notify the Agency for review.
  5. The authorization always comes with conditions. However they are included in the authorization license at the same time. Authorization is given for the product and not for the gene.
  6. Where a product is discontinued at the end of the authorization, it is no longer renewed. For each authorization, the revocation is specified in the permit as a condition.
  7. Decisions are published on the BCH, also at national level through ANB website.
  8. The renewal file must meet, as of the filing date, the specific conditions set in the initial authorization.
  9. The renewal decision is made no later than the expiration date of the initial authorization. If this does not occur, the notifier may continue to place the genetically modified organisms on the market under the conditions specified in this authorization until a final decision is made concerning the authorization renewal.
  10. Any authorization may be revoked or suspended until supplemental conditions other than those already required are met, if the National Biosecurity Agency subsequently obtains new or additional information on the genetically modified organism which indicates that a risk exists for human or animal health, biodiversity or the environment. If the notifier is aware of new relevant information, he is to inform the National Biosecurity Agency immediately.
  11. In Burkina, GM food/feed that contains stacked event(s) is considered as a new product even if all single events that are stacked have already been approved. Allows imports of GM food or feed upon authorization.
