Overview

Sudan spans Nile floodplains, savannas, and arid lowlands. Approximately ~11.2% of land is arable, supporting sorghum, millet, wheat, sesame, groundnuts, cotton, and sugarcane. Major imports include wheat and sugar (with smaller quantities of rice/maize in deficit years); major agricultural exports include sesame, groundnuts, cotton, and gum arabic. Under the 2010 Law, Sudan established a risk-based, precautionary regime regulating the contained use, confined field trials, environmental release, import, export, and transit of GMOs and derived products, including food, feed, and vaccines. The law empowers the National Biosafety Council, supported by technical committees, to conduct risk assessments and authorize GMO activities – including approval of Bt cotton in 2012 following Cartagena Protocol ratification in 2005. Interim guidelines facilitate contained research, while the Council oversees monitoring, compliance, and enforcement . The framework prohibits direct release without approval, mandates environmental and health safeguards, and enforces liability for harm. Sudan aligns with the Cartagena Protocol and the African Model Law, emphasising capacity building, stakeholder communication, and adapting institutional mechanisms to govern modern biotechnology.
