Uganda’s biosafety framework is guided by the National Biotechnology and Biosafety Policy (2008), the UNCST Act (Cap.209), and the Draft Standard Operating Procedures for Import and/or Handling of Genetically Modified Food, Feed and Commodities (2023). UNCST serves as the Competent National Authority, supported by the National Biosafety Committee and the Uganda National Bureau of Standards.

1. Submit prescribed application to UNCST.
2. Include information consistent with Annex II and Annex III of the Cartagena Protocol.
3. Attach peer-reviewed safety studies and evidence of approval and safe consumption in country of origin.
4. Submit post-market monitoring plan where required.
5. Pay the prescribed application fee.
6. Complete applications are processed within 60 working days.
7. Additional information may be requested before a final decision.
8. Appeals may be submitted through the Chairperson of UNCST.
